The European Charter of Local Self-Government, a benchmark international treaty, affirms the role of local communities in exercising democracy. This briefing draws on the 2022 CLRAE Report to illustrate important features of the German local government system and to portray the degree of compliance by Germany with the various Articles of the Charter.
